Instructions for data entry input relating to ESOL issues
Data Entry personnel and guidance counselors have the very difficult job
of identifying potential LEP students, administering appropriate tests,
and then entering the student information correctly into the data base.
Cindy and I developed this Data Entry Manual to help make that process
less
intimidating and confusing.

Strategies
Check list of appropriate teaching strategies for ESOL students
Teaching Strategies should include modifications to meet the needs of
ESOL students. If you have an ESOL student, you are obligated to provide
intelligible instruction and to document that you did so. This
check list should make that process easy.

Annual Report
Santa Rosa's report on compliance with the 1990 Consent decree
The 1998-99 Annual ESOL Report for Santa Rosa School District
analyzes the district's compliance with the 1990 Consent Decree which
established the program in Florida's schools. This report provides an
overview of the major issues involved in meeting the needs of ESOL
students as well as complying with the law.

Training Requirements for Teachers
Training requirements for teachers are dictated by the 1990 Consent
Decree issued by the United States District Court in the case of LULAC,
et. al., vs. the Florida Department of Education. Every teacher in the
state of Florida is bound by the requirements of the Consent Decree and
State Statute when an ESOL student is placed in the teacher's classroom.
Timelines for completion of training begin when the first ESOL student
enters the teacher's classroom. According to the Decree, teachers must
complete ESOL training whether or not another ESOL student is ever
placed in their classrooms. Failure to complete training jeopardizes the
District's compliance with the court decree and may generate penalties.

Plan
This plan outlines the policies and procedures of the District in
providing services for our ESOL students in order to comply with the
1990 Federal Consent Decree for the State of Florida
LAS-O
Instructions for testing potential ESOL students: Testing of potential ESOL students must be
completed within a prescribed period of time. The process of
administering the LAS-O (Language Assessment Scales - Oral) may be
confusing because counselors don't have occasion to do it very often.
The instructions should provide a clear reminder of what to do and how
to do it.

like to share these courses with any educational institution in Florida.
